Judah's enemies firstly offer to help with the work. The priests refuse to let them help. After that they do what they can to frustrate the rebuilding all the days of Cyrus. During king Ahasuerus' reign they send a letter to the king saying that Jerusalem has always rebelled and the rebuilding should be stopped. The king agrees and Judah's enemies stop the work by force
